Indonesia holds air interception simulation in Papua

The National Air Defence Command (Kohanudnas) held an unidentified aircraft interception simulation with two F 16 combat jets of Indonesia Air Force (TNI AU) at Mozes Kilangin Airport, Timika, Papua.

“Kohanudnas held an interception simulation with code name – 37th of Tutuka – as a climax of national air defence training operation,” said Timika Airbase Commander Lieutenant Colonel Untung Suropati in an interview with Antara on Wednesday (25/9).

He added that the simulation demonstrated an unidentified aircraft without permit infiltrating Indonesian airspace, which was intercepted by two F 16s.

TNI AU deployed a Boeing 737-200 Maritime Surveillance as the unidentified aircraft.

“After TNI AU received a report from Kohanudnas, they launched an F 16 combat jet to intercept the unidentified aircraft. The F 16 conducted visual identification and urged the aircraft to identify itself,” said Suropati.

When interceptor jets come across suspicious cases, they will force unidentified aircrafts to land at the nearest airport.

In the exercise, Boeing 737-200 was forced to land at Mozes Kilangin Airport and TNI AU combed out the aircraft and held the plane until they received the permit license.

“The officers then interrogated the pilot and crew members of the unidentified aircraft. If they do not have a valid license, they should wait until the license is issued,” said Suropati.

The simulation was operated by officers at Mozes Kilangin Airport after 12 p.m. local time when the air traffic was low.

The Boeing 737-200 flew from its airbase at The Fifth Air Squadron Ujung Pandang, while the two F 16s flew from Manua Air Base of Biak, Papua.

The Kohanudnas is holding simulations from Tuesday (September 24) to Thursday (September 26) at Mozes Kilangin Airport to mitigate the impact of air strikes on national vital objects.

“We cannot conduct the simulation above the national vital object of PT Freeport Indonesia and simulate the air exercise above Mozes Kilangin Airport,” Suropati said.

Kohanudnas deployed at least 100 Army (TNI AD) soldiers and several officers from Mozes Kilangin Airport as well as PT Freeport Indonesia.

PPI Netherlands Recommendation Statement on Papua

RECOMMENDATION STATEMENT: TOWARD PAPUA PEACE AND PAPUA NON-VIOLENCE CONVERGENCY

This recommendation statement is made in order to convey the aspirations and ideas of Indonesian students in the Netherlands, who joining in the Indonesian Student Association in the Netherlands (PPI Belanda), as a concern over Papua, and to be submitted to the Head of the Unit for the Acceleration of Development in Papua and West Papua (UP4B), Bambang Darmono.

The PPI’s recommendations are as follows:
1. PPI Netherlands urges all parties to work together to build a peaceful Papua. As Martin Luther King Jr. pointed out that true peace is not merely the absence of tension, it is the presence of justice.
2. PPI Netherlands promotes impartially law enforcement in Papua, particularly to them who do not want peace in Papua. Justice is not only addressed to the separatist or pro-integration groups, but also to a certain Indonesia’s parties who take benefit from the continuation violence in Papua.
3. PPI Netherlands urges the Indonesian government to engage in peaceful dialogue, do heart-to-heart, build trust and confidence in Papuans, and convince Indonesian people that the government is serious in resolving the problems in Papua.
4. PPI Netherlands sees that one of the problems in Papua is the presence of Freeport Indonesia mining company that does not have much effect to the prosperity of Papuans. There are some problems between Freeport Company and the workers that need government’s attention, such as on salary, pension, and welfare negotiations. The government should be concerned in amending Labor Law, particularly in protecting the welfare and promoting the rights of the workers in foreign companies.
5. PPI Netherlands promotes Papuans’ basic rights and works for sovereignty over natural resources in Papua.
6. PPI Netherlands encourages the results of the Conference of Peace in Papua on 5-7 July 2011 and highlights the importance of Papua Peace agenda.
7. PPI Netherlands considers that there is a problem of identity crisis in Papua case. The question is how to make the Papuans feel as a part of Indonesia and the other Indonesians outside Papua also feel that Papua is really an integral part of Indonesia.

Indonesia sets up special police team guard US’ mining site in Papua

A senior police officer overseeing Indonesia’s Papua province said on Wednesday that they will set up a special police team to safeguard the US’ Freeport gold and copper mining site in the province due to frequent violence by separatist group Free Papua Organization (OPM) aiming Freeport’s workers.

Chief of the Papua police, Inspector General Tito Karnavian said there have been cases of shooting and murder in Freeport operation area conducted by OPM’s armed groups.

“The team has to deal with many such cases and probe them thoroughly to the very bottom,” Karnavian said in Mimika, Papua.

Hundreds of acts of terror by OPM’s armed groups left more than 20 people killed including Freeport workers, police officers, company’s security officers and local traditional gold prospectors, he added.

He said that security condition around the mining site is under control. Investigations into violence cases occurring in Karnavian ‘s jurisdiction are underway at the moment with trials against perpetrators are progressing.

Karnavian visited the Freeport workers’ compound in Tembagapura, Mimika, last week.

Papua’s New Police Chief Vows to Touch the Hearts of Papuans

Papua’s new police chief vowed to take a grassroots approach to stopping the violence that has plagued this restive province during his swearing in ceremony on Friday.

Papua's Regional Police Chief, Insp.Gen. Tito Karnavian “I will approach the Papuan society at the grassroots level,” Insp. Gen. Tito Karnavian said. “This is a matter of hearts that we have to touch. I don’t think my background will be a problem because when we talk of matters of the heart, we no longer differentiate between ethnicity, religion or race.”

Tito Karnavian, 47, holds a masters degree in strategic studies and a certificate in terrorism studies from the Nanyang Technological University Singapore.

He replaced outgoing chief Insp. General Bigman Lumban Tobing in a ceremony at the National Police headquarters in Jakarta on Friday.

Tito told the crowd that the region’s violence can be curbed through enforcement.

He declined to detail the department’s plan for addressing a recent spate of violent attacks near Freeport MacMoRan’s Grasberg mine.

“Give me time. This needs to be evaluated,” Tito said.

Free Papua Organization (OPM) gunmen have opened fire on Indonesian Military (TNI) and Freeport security vehicles twice in recent weeks.

Indonesia has been fighting against an insurgency waged by armed pro-independence groups like OPM since 1963.

OPM Attacks TNI in Papua

Free Papua Organization (OPM) gunmen opened fire on a Freeport Indonesia car in Mimika, Papua on Friday (14/09) in the latest instance of violence in the restive province.

Comr. Albertus Andreana, of the Mimika Police, told that soldiers of the Indonesian Military (TNI) were riding in the car when the OPM started shooting on Jalan Tanggul Timur.

“At the moment there is a team that is on the scene to investigate the incident,” Andreana said on Friday.

One soldier was injured from broken glass in the attack. No one was killed.

The TNI members were reportedly bringing food to their colleagues at a post in Kampung Nayaro.

Soldiers arrived on the scene after hearing the gunshots, Andreana said. The assailants shot at those cars as well and then fled the scene.

Attacks on Jalan Tanggul Timur are a common occurrence in Papua. Last year, First. Brig. Ronald Sopamena, of the Papua Mobile Brigade (BriMob) died while exchanging fire with OPM.

In April 2010, two high-ranking Freeport officials died in a similar attack. Daniel Mansawan and Hary Siregar were shot and set ablaze by the assailants.

Weeks after that attack, four workers of Fajar Puri Mandiri — a company contracted to dispose of mining tailings — were killed in an attack on the same road.

OPM keeps shooting civilians in Papua

Vian, 25 years old, an employee of the Mopah airport, Merauke, Papua, was shot by Free Papua Organization (OPM) activist on Husein Palela street, Merauke, Sunday, August 19, 2012.

The victim suffered a serious injury in the feet and.
“The victim is currently being treated in hospital, the shooter is still under investigation,” said Chief of Merauke Police, Adjutant Senior Police Commissioner Djoko Prihadi.

Earlier, Ayub Notanubun, 52, was shot dead by OPM member near Kampung Skamto, long bridge, Keerom Regency, Papua, Saturday, August 18, 2012.

He was killed with a gunshot wound to the head, above the left ear.

“We’re pursuing the perpetrator,” said Chief of Keerom Police, Adjustant Senior Police Commissioner Bedjo P S.

August 16, 2012, in Paniai, OPM killed a kiosk owner, Mustafa. He died from a bullet entering his throat and exiting through the back of his head.

A member of Papuan Legislative Council (DPRP), Yunus Wonda called rebel in Papua not to shoot civilians as one of efforts to achieve its target of independence.

Civilians, workers and security of a subsidiary unit of US giant Freeport McMorant in Papua, PT Freeport Indonesia, have been frequently targeted by the rebels who killed tens of people and wounded dozens others.(*wpnn)

Papua lawmaker asks rebel not to shoot civilian

Chairman of the House of Representatives in Papua, Indonesia, Yunus Wonda on Wednesday (22/08) called rebel in the area not to shoot civilians as one of efforts to achieve its target of independence.

The call was made after the rebel, known as the separatist Free Papua Organization (Organisasi Papua Merdeka or OPM) shot dead a civilian named Mustafa of 22 years old on Aug 16.

“OPM must be refrained. Please not put civilian as target because of its conflict with police. Both sides needs to create safety for public. The shooting (of civilian) can only raise tension,” said Wonda.

OPM has engaged in a low-level insurgency and diplomatic channel to reach its goal.

Civilians, and workers and security of a subsidiary unit of US giant Freeport McMorant in Papua, PT Freeport Indonesia, have been frequently targeted by the rebels who killed tens of people and wounded dozens others.

Police shot in Freeport area

A Papua Police Mobile Brigade officer, First Brig. Mujahidin, was shot on Saturday in Timika regency, Papua.

The shooting took place at Mile 43, where United States-based mining company PT Freeport Indonesia operates.

The victim was shot in his right leg.

Govt trying to Bring Papua in Harmony with Unitary State of Indonesia

The situation in Jayapura city, in particular, and Papua Province, in general, seems to be peaceful, after being hit by random shooting incidents committed by unknown people.

Police personnel and military troops, however, are still stationed at several spots in Jayapura.

The security situation was quite worrying last weekend following the death of Mako Tabuni, one of the coordinators of the National Committee for West Papua (KNPB). Some mourners went on a crime spree, burning shops, cars and other motor vehicles, as well as torturing people in Waena, Jayapura.

Tabuni died after being shot by police, who were trying to arrest him for his alleged involvement in recent shooting incidents in Jayapura and surrounding areas.

In response to a series of shooting incidents and violence in Papua, the Indonesian government has reiterated its commitment to pursuing an approach of focusing on the welfare of the community, instead of a military approach, to deal with problems in the country`s eastern most province.

Coordinating Minister for Political, Legal and Security Affairs, Djoko Suyanto, reaffirmed the non-military approach when meeting with community and religious leaders and members of the Papuan Legislative Council (DPRP) and the Papuan People Assembly (MRP) in Jayapura, the capital of Papua, on June 18.

He stated that the government hoped to “bring Papua into harmony with the Unitary State of Indonesia (NKRI)”.

“Until now, the approach used is welfare and not military, because a military approach is only useful for dealing with crimes,” Djoko said.

Minister Djoko began a working visit to Papua on Monday (June 18), along with Chief of the Indonesian Defense Forces (TNI) Admiral Agus Suhartono, National Police Chief General Timur Pradopo and Chief of National Intelligence Agency Marciano Norman.

On Tuesday afternoon (June 19), he was scheduled to travel to Timika, Mimika District, where the US copper and gold mining company PT Freeport, often a target of sporadic shootings, is located.

Papua has been given a special autonomy status, but the implementation of the development programs have not yet met public expectations, although the government set up the Papua and West Papua Development Acceleration Unit (UP4B) in 2012 to boost developments on the Papua island.

Velix Wanggai, a presidential special staff member in charge of regional development and autonomy, said in a press statement in Jakarta on Sunday (June 17) that the government remains committed to developing Papua into a land of peace, as declared by President Susilo Bambang Yudhoyono in 2004.

President Yudhoyono is pursuing peaceful approaches and dialogs to solve the problems in Papua, according to Velix.

The government has a comprehensive design consisting of five points on Papua, including affirming Indonesia`s unitary state while respecting Papua`s diversity and uniqueness; optimizing Papua’s status as a special autonomous region; pursuing affirmative policies to recognize the basic rights of Papua people, such as access to education; designing strategies, policies, funding and programs to promote development and empower the Papua people; and promoting human rights as well as preventing violence.

Before leaving for the G20 Summit in Mexico last week, Yudhoyono asked Minister Djoko to examine the cause of problems in Papua that have led to a number of recent violent incidents in the region.

With regard to cases linked to separatism, he said, they were against the law and would be dealt with according to the law. Yudhoyono added that the law of the country also applied to Papua and there was no discrimination involved.

He told his ministers that although security disruptions in Papua could be categorized as small-scale incidents, the government would not ignore the loss of lives and take action immediately.

Over the last several months, Indonesia`s easternmost province of Papua has seen random shootings in various locations. The latest shooting incident occurred at the University of Cendrawasih`s campus on Sunday evening (June 10).

On June 5, unidentified people shot three people, identified as Iqbal Rifai, aged 22, a resident of Hamadi Pasar; Hardi Jayanto, aged 22, a resident of Klolfkam; and First Private Frangki Kune, aged 25, resident of the Waena Combat Engineering Corps station.

Arwan, a civil servant of the XXVII Cenderawasih Military Regional Command Headquarters, was shot by unknown gunman and later died while being treated for his wound at a local hospital on June 6.

On May 29, 2012, German national Pieter Dietmar Helmut (55) was shot at the Base G beach in Jayapura. Several days later, the wounded German tourist was evacuated to a Singapore hospital.

Minister Djoko condemned the recent shootings of civilians, foreigners, military and police personnel in Papua. “The acts were against the efforts aimed at creating peace in Papua and accelerating development programs in the region,” he told the press.

“The security personnel are investigating and studying the case. Such violence must be stopped. The local police and TNI must find the perpetrators,” the minister said.

During a hearing with the Parliament on Monday, Marciano Norman, the head of the National Intelligence Agency (BIN), Indonesia`s intelligence agency, said that a separatist group called the Free Papua Movement (OPM) was behind the recent shootings in Papua.

In order to stop shooting incidents, the Indonesian Papuan University Students Movement (GMPI) has requested that local police again compile an inventory of gun ownership by civilians in Indonesia`s eastern most province of Papua.

Further, security authorities must address security problems by establishing an inventory of firearms ownership in Papua, GMPI Chairman Habelino S Sawaki said in Jayapura recently.

Sawaki said he believed that guns had been smuggled into Papua over the Papua and Papua New Guinea border. The border stretches some 800 km and is guarded by four battalions of soldiers.

“With only four battalions guarding the border, it`s easy to smuggle in guns,” Habelino said.

He urged the Indonesian Defense Forces (TNI) and the National Police to deal with shooting incidents in order to create peace in Papua. He also asked the Papuan people to help security officers maintain security and peace.

Freeport Indonesia workers plan June demonstration

The workers at Freeport McMoRan Copper & Gold Inc’s Grasberg mine in Indonesia are planning to protest this month against the dismissal of 3 employees and security problems.

A union official gave no details about the protest and it was unclear how it would affect operations at the remote mine which holds the world’s largest gold reserves and second largest copper reserves.

Last year, thousands of unionized Freeport workers halted production at Grasberg in the country’s longest ever strike. The company’s profits were hit and copper prices rose as a result of the protest.

Mr Virgo Solossa spokesman for Freeport Indonesia’s union said that “In the near future in June we will hold a demonstration in connection with security issues and the dismissal of 3 employees which we regard as not in accordance with procedure. This action will be firm or we will stop completely.”

Mr Solossa said that three workers were dismissed after being taken to court for being involved in a fight. Workers are also concerned about the security situation because of frequent shootings near the mine in the Papua region.
